Transparent enamel is notoriously fickle and can behave very differently on different metals.
I would see it as a brown now you mention what it should be but it could equally be a "red" on silver as it rarely comes out the way it should.
This badge appears to be plated so will be on a copper alloy (but NOT copper as it would be much darker!)
