I have no doubt that the shoulder is c/4/norfolk
The silver plate Norfolk badge I have spent some time comparing it to my w/m version they are very close many of the features seem to be the same examples britannia's nose the fork of the trident the way that middle laurel leaf third row up on both sides kicks out at the top the biggest difference is the void between the trident shaft and the left arm which doesn't exist on my example.
As to why a silver plate exists if the w/m is 1vb why not silver plate I don't know what pattern officers had I had assumed it would have been a w/m version of the regulars but I have not seen one
