I'd suggest going to Paypal's site via your web browser and hit the forgotten password button. This should allow you to reset it via email and will then give you full access to your account.
It looks as though eBay have now removed all association with Paypal from a selling perspective and that the option to check the account via the eBay platform no longer exists.
