I think sometimes people have these more scarcer badges stashed away and when they see one making reasonable money, they are tempted to offer up theirs.
I've only seen them made by Firmin ( marked FIRMIN LONDON). Its possible there was at least just one manufacturer, and therefore potentially just one run.
