Difficult to make out some of the details of that cap badge. The sphinx looks akin to the large frond type badge.
That is corrosion, not dirt. I would recommend at least a good brushing with hot water and dish soap to bring it out a bit and get a bit of the crud off. I would also think a total "restoration" may involve some damage to the details on this particular example, so perhaps not advisable.
