Yes I believe he is 68th (Durham) The crossed flags and crown above his chevrons give him the rank of colour sergeant. The 68th merged with the 106 Bombay LI in 1881 to form the Durham LI. So the photo is from at latest, that year. Colour Serjeants rank was introduced at the end of the Napoleonic wars, I think as a type of honour? So the photo is after 1813. Not sure about the medal, it's not clear enough for me. But the 68th served in the Napoleonic wars and Crimea. Happy to be corrected or have further info from those who specialise.
