Are you sure that "MALTON" is referring to the Canadian community near Toronto and not the North Yorkshire town in the UK. Though I have little knowledge of the cadet program in the UK, I did find this reference in the Malton Mercury.

CCF Contingents are set up in both State and Independent schools and are in some cases Tri Service in that they have Sea, Army and Air cadets. Although their training is Service based they belong to the school with the Head Teacher being the Commanding Officer.
