First, Welcome to the forum. Not a very clear photo but looks like Victorian. As Rob says, a”Rifle” Regt. But I would say Regular rather than Volunteer Regt. (As it appears to be Brass). If there is a maker’s mark on the rear, It could help you in finding decade in which it was made or issued. (I suspect mid 1880s.). If it is well worn, I would see no further harm in cleaning it. You could try a mild Silver cleaning agent with a soft tooth brush. If it IS silver plated, you could try a silver cleaning liquid and follow the instructions!
