Revisiting this thread. An alternative explanation for the wreath and cypher badge is that the Sgt is the regiment's school master. Think educating young soldiers not school boys. Each regiment had a school master on its establishment which would explain why the Sgt is the sole wearer of the badge amongst his peers.

This is my favoured identification for the badge.

The GVR badge worn without the wreath was certainly worn by a number of units and individuals including the MPSC, Barrack wardens ampngst others.
