A very nice and rare set you have there. As far as placement goes, it varied from division and regiment.
There is unfortunately no way to determine when a tartan flash was made. One can easily obtain tartan material from old cut up kilts, plaids etc., today.
Just such material was usually used in WW2 flashes and other insignia prior to that time as well.
