In the States, we have veterans who wear the headgear of units they belonged to, especially airborne and special operations, during Veteran's Day. I did not know if this was practiced in the UK as well. In pictures, I have seen what appear to be former officers of the Royal Scots in civilian dress wearing glengarries with the officer cap badge, so I thought this might also have been the case. This was especially true during "protests" against the losing of the individual cap badges with the creation of the Royal Regiment of Scotland.
I defer to Chris, but the construction of the belt and garter seems a bit crude in comparison with the examples he has on his webpage. I thought this might because it was an early badge or, and I refer again to Chris' page, the Regiment used different manufactures.
