Clearly the seller has no idea what this badge is and just in case it is rare he has put a silly price on it. If it sells at that price he is happy. If it doesn't sell after a while or someone tells him what it is and what it's worth, he can then drop to a more sensible price.
'If in doubt over price' seems to be the motto of a lot of ebay sellers these days.
