Hi,
Title can be dated between September 1944 (liberation of Belgium) and may 1945. It was intended for French speaking units. Dutch speaking units had a similar title with België on it
Before September 44 the Belgium in red was used
After may 45 the white Belgium was in use.
Flag is difficult to date specifically, probably 1944/1945
