I agree, 1939-1945 Star, France and Germany Star and Defence Medal. The 1939-1945 Star was introduced in July 1943, the France and Germany Star in May 1945 and the Defence Medal in August 1945. The War Medal 1939-1945 was also introduced in August 1945 so the ribbons had clearly not been issued at the time the photo was taken.
