It is because of the huge number of bots trying to get onto the forum to offer non badge services by Russian ladies.
Bots break through many a forum's barriers quite frequently and take a lot of resources to clear.
I remember a Yahoo military button forum which was overrun. The owner gave it up and it is there, viewed by bots only.
One of our senior members once showed this forum to his grandchildren and ended up apologising to his children. He posted a furious message on the forum.
