There were a total of 316 SWANS that served between 1943 and 1949. This included 3 officers, though only 2 ever served at the same time.
The 269 refers to the group that joined after the initial 47 had joined from other services (WAAS and WAAF). The initial group was 1 officer and 46 other ranks.
