They are original BCATP issue but not tropical.

The RCAF, RNZAF and RAAF all had a summer (khaki) and winter (blue) dress, whereas the RAF only had the blue uniform. In 'tropical' areas such as North Africa the first 3 would wear the summer uniform but for the RAF it was Tropical Service Dress. Of course in most cases the summer uniform was a lightweight (unlined) smart uniform, the TSD more of a hot weather dress (often worn with no shirt and tie, shorts and short sleeves).

So these are for the RCAF summer dress, with the eagles potentially worn by the RNZAF and RAAF on the BCATP. In many cases the RAF wore khaki shirt and trousers but with blue battledress or tunic as they technically didn't have a summer uniform.
