You could be right but this badge (which is very slightly smaller) is also the badge worn by the RNR (Operations Seamanship) branch as an Ordinary Rate branch badge. I can definitely state this as it is identical to the badge I wore on my arm when I was an Ordinary Seaman in the RNR in 1995 and which I still own. In comparison with later Seaman Specialist badges it is a bit smaller.
