I too would think it to be a cap badge, both the bronze and white metal examples worn by the rank and file during the Transvaal Volunteer period are about 47mm at their widest point from the tip of the jack to the far most tip of the standard and about 38mm at their tallest point from the top to bottom of their pole/staff.
