The 2 disputes I’ve ever raised on eBay it was apparent that PayPal and eBay were very much at odds with each other as each claimed it was the others responsibility so I’m not too surprised with this more tangible split.

Re this point I wonder if the next step will be where sellers en masse turn off the PayPal payment option to escape their fees and thereby force the use of card.

You could still get another second line of protection using a credit card but again those often come cost implications and not all buyers are eligible or even have one.
