That is the Royal Arms of the United Kingdom.

It has a million uses and usually on a piece of leather would suggest that the maker has a Royal warrant, ie, amongst its many customers was a member of the Royal family and they now have their patronage.

Nothing to do with the Order of the Garter though.

PS - Its a late Victorian Royal arms.
