Confusing !
'Pipes of Freedom' site has a page which is based on "The Seaforth Highlanders of Canada 1919-1965" by Reginald H. Roy (Published 1969)
It has the badge labeled as :

But none of the photographs showing sporrans has that badge,
They also show the 3 piece version (which appears to resemble the badge) described as :

Seaforth Highlander Pipe Major's three-dimensional silver badge

This would tie in with Phil's suggestion.

Also found a photo of
PIPE-MAJOR JOHN GILLIES circa 1913 , clearly showing the sporran and belt plate badges worn at that time.
