Sadly like many such wartime badges it has not so far been possible to decipher the meaning of PTF although MFG clearly stands for Manufacturing.

I wonder if there is a link to Preston (Lancs), given that the city's arms bear almost an identical paschal lamb to the one depicted on Shiny's badge?

Perhaps the 'P' is for 'Preston'. Some or other munitions factory, tool factory, foundry...?
