According to "Badges of The British Army" by R Hodges (published 2005) The 103rd (Lancashire Artillery Volunteers) Regiment RA (V), formed in 1967 were wearing a blue over red hackle, the Liverpool Irish having changed from a green over red to blue over red hackle when they became RA.
