The cap badge in question is Naval Artillery Volunteers.
The 1889 and 1895 Dress Regulations for Defence Force of New Zealand state that the cap and buttons are to have the letters N.A.V. The badge matches the description found in the 1895 dress regulations.
On the 19th December 1903 the N.A.V. were reformed into the Garrison Artillery. Technically these N.A.V. badges with a Kings crown were only around for 2 years in New Zealand, but I am sure they were worn for longer.
This does not precluded another country with a N.A.V wearing the badge.
