Re your badge, I've never seen one either, the tangs look odd though. As the rare CEF artillery badges have all been repro'd, I'm suspicious. I think it's one of those badges you have to have in your hand to examine before you say Yes. It occurred to me as well that the design is based on UK patterns, which does not include a bi-metal variant so I'm still not convinced it's legit. Maybe one of those repro's from the 80's.
There are collectors who focus on artillery badges so I'm sure they will be able to give you more guidance.
