It is a possibility but as the "Inspectorate of Clothing" was part of the "Ministry of Supply" rather than a separate 'ministry' I have my doubts.

Charliedog's excellent album of WW1 'On War Service' badges has many examples , some of the initials on these badges take a lot of research to identify the company/factory who they referred to.
