I have not seen that helmet plate before different from mine -on and off blue cloth but as said could be early band item I have a large number of band plates +9 modern band helmets
There is a large variation in the plates e.g the D & D has Q V C /K/C /Q/C + a couple of others not on backing plates
Not sure why you would require 2 chin straps
