There wasn't a 4th TF Bn of the Royal Fusiliers, there was a regular 4th Bn Royal Fusiliers, the reserve battalions started at 5th Bn.
There were 1st, 2nd, 3rd and 4th (City of London) Battalions London Regiment (Royal Fusiliers) which cause confusion.
