i think that was quiet normal, it always took some time to introduce new insignia.
Know that from many german navy prime-sources (Bundesarchiv) from imperial, Weimar and Third Reich period. When new badges were introduced the last sentence in the order was most " ..... obsolete issues "should be applied to barracks duty until stocks are exhausted".
