I have been told that this is a badge for the Leicester Volunteer Rifles. Can anyone confirm if this is right? Is it a collar or cap badge?

The building is the admiralty in St Petersburg, the headquarters of the Russian imperial navy and the current Russian Navy. The writing is definitely Cyrillic and starts with Admiral..then I cant...

I think it may be a ground crew hat for Aquila Airways. (This was a British airline in the late 40's and early 50,s using flying boats out of Southampton .)
