The construction of the badge does indeed look very old. It may have been put together "in house" and worn like that. You will probably never know unless a photo of it being worn surfaces....

Forgive my saying so, but the centre of the badge appears not to be an original component of the star. In other words it does not fit the holes in the star, its been made to fit. Its a "marriage".

The headgear they are wearing is called a "Kalpak" and it was worn by both the police and its forerunner the Gendarmerie. The police latterly did wear a peaked cap.

I would suggest that the second badge (London County Council), is probably a factory reject. The issued item would have been enamelled with the appropriate colours.
