Maybe the saw has a 'T' handle with a thin post that would be narrow enough to fit between the snaps.

I guess, the possible explanations are endless.

Possible Sheath ID

Looks to me as though it is a sheath for a pruning saw. Length and shape look right. I assume the two snaps keep the saw in the sheath while not in use.
