My suggestion for the men not wearing collar...

My suggestion for the men not wearing collar badges would be due to status.
The higher the rank the more badges allowed to be worn.

He served on HMS Glenroy (landing ship) during Operation Neptune and then HMS Eaglet which was a DEMS training establishment.

They are simply large size NZ Engineers badges.
