Your Hackle looks to have been through the wars, tatty and faded, and looks like it may have been clipped on the top to tidy it up a bit, nonetheless it looks to be original but old....

This small metal tag is marked "H A Wiffin" and below the name "W/18939". No markings on the reverse.
