The badge is in the book 'Helmets & Caps' by Jon P Weston and listed as fig No 00380 as a police cap badge OR's worn from 1910 to 1920. Hope this has been of help. Harry.

Could this be Colonial?

I believe this to be and early version of the Mersey Tunnel Police, Liverpool.

Although the heading is 'Royal Naval Police, Singapore' this was an illegal title and was corrected in 1956 to become 'Naval Police Force, Singapore'.
The heading for this photograph title in 1949...
