Looks a duffer to me. Fake Grove mark IMO. Check out the MM section the lettering should be much finer and thereís a full stop after MGF on all the good ones Iíve seen.

Very fake sadly. Thereís only 7 or 8 known original OR badges of this type. If you search Ďdouble scroll Nellyí you should find thread where a single genuine officerís badge and OR badge is shown.
