German Navy Button "MADE IN ENGLAND"?

To me, this button design is that of the German Navy.
The manufacturer's mark is "SWORD MAKE X MADE IN ENGLAND" (the "X" being a crossed swords symbol as per the "BUTTONS LTD BHAM" one).
