It looks like it could be Canadian made, but I'll have to see if any of my reference books confirm that. I have one similar, and have seen one on a WW2 RCAF tunic recently.

I think the portcullis might be worn at the Houses of Parliament, since that is also on the seats, letterhead, etc. It might also be worn by security staff at the various departments.

It's the motto of the City of London - 'God guide us'. As Gryff says, maybe it's a London regiment, or perhaps it's worn by a City of London official during the Lord Mayor's parade or some such....
