I don't think it is a collar badge. It'd be rather strange to attach a collar badge to a beret. Though, to my knowledge, the officers beret and collar badge were virtually the same.

Even if that is the case, it has the word 'shoulder' above it eitherway. Besides, I have seen it worn as shoulder flashes on some uniforms, albeit that none of them were from the second world war....
