I'd say it's almost certainly a bandsman's pouch...
I'd say it's almost certainly a bandsman's pouch badge, they're often found with the old pre-1880 regimental numbers. I had a lovely 6th Warwks one.

The Victorian collars were a different pattern altogether the bugle with a castle and feathesr over the ribbons.
