I think that is a Universal Service Type A cap badge as the collars measured about one inch in height and width. See Harper " Source of Pride" Chapter One, figure 1.

Definately a cap badge...Charlton, pg 99, shows the collar with the crown almost filling the middle third of the maple leaf, whereas the cap shows much more of the middle third of the leaf extending...

I venture to say that if a "miracle solution" were found which would "change color" if applied to a restrike, or something similiar to that, the badgers would still insist on arguing as to the number...
