Metal cap badges were (and I believe still are) available through 'the system' with an NSN - presumably for units who want to make up cap badge boards.

Doesn't mean they're actualy worn by anyone...

It relects in the visible spectrum so not massively tactical suggesting that the wearer was not from the pointy end of things...
