Its plated though, nickel or chrome.

Also appears to have once been on loops with the remnants visible.

Egypt Medal at number 1 and Khedives Star at 3 were awarded from 1882 - 1889, so could be 1882 at earliest and after 1889 upto 1902 at latest.

The only badges like that are Fur Cap...
