I'm not current on my wings, but w the bluish colour, maybe something SAR jump suit. It's the first I've seen. The backing also might give something re dating it.

From my previous time, In Canada: Joint referred to more than one "branch" in an operation.
Joint Operations involved at least two of the following: the Cdn Army, The RCAF, RCN and SOF....
