His rate badge is two star Seaman Torpedoman post 1903, so that approximately dates the Marksman badge....

Not at all - I may have a couple more PC's of ratings showing Marksman badges, I will check & if so will post,
I don't think I have ever seen one with a Victorian Crown above the Crossed...
