I would very much doubt it is a name. I think the M may relate to the 3rd Battalion The Leinster Regiment being Militia. Regiment ceased to exist in 1922. You will find information on both regiments...

The N under the Broad Arrow should make it Naval. C F I think is full cordite charge. Any marking above the III to the left of your picture? That's the area I would expect to see details of weight....
