A couple of thoughts. The construction would suggest an arm badge rather than a cap badge. Second, it may be for a militia battery. (eg not First WW).

Is there a chance of a close up of the soldier? The collars appear to be maple leaf shape, which would indicate he is Canadian.

Hi Northman. There was a ERI cypher pattern RCA helmet plate, introduced in 1904. How widespread that issue was is a big question. The GVR badge was approved in 1910.
