He is in London Gazette June 1970 supplement 45138 page 7187 for promotion from Major to Lt. Colonel (postal and courier section). Time on my hands as soaps on tv :)

it's the bar of brass between the 'H' and right hand 'X'. If you compare the 2, right hand one is thinner.
