I think your badge is cross belt badge take a look at items below note cross belt badge with whistle the Oak leaves are an attached item you can see from the rear.

HMP Stafford Hidden Heroes badge

Badge was Issued last week December 2020 HMP Stafford Hidden Heroes badge designed and produced for Staff at H M Prison Stafford.

WRNR Brass shoulder title

I believe Womanís Royal Navy Reserve but can not find this metal shoulder title anywhere.
